That Bastard is Called ISUSPM.exe

ever wondered why your data balance drained so fast when you tether your phone to the pc? yeah, me too. you have set the connection to 'metered connection' as to prevent data drainage, browsed not that much, no video, no download, but still, your data balance is drained.
your computer might be at risk. it is a program called ISUSPM.exe which secretly runs in the background even with no window at all. it uses your internet connection to update your softwares even you didn't get notification nor being asked to. then what else you call this kind of thing, other than bastard.

where you find it
you maynot be able to find it anywhere in the control panel - uninstall program, nor the 'startup' section of task manager.
you can find it on the explorer.
C:\Program Files\Common Files\InstallShield\Update\ if you run a 32-bit system,
or C:\Program Files(X86)\Common Files\InstallShield\Update\ if your are on the 64-bit one.
in the folder you will find an executable program called ISUSPM.exe
the file is considered 'safe' by any antivirus or antimalware software, but it drains your data balance like the flowing Nile. that means you don't want to call it that way.
delete it without any doubt. it is safe to do so, as it is not a part of your windows operating system.
